David Payne is the founder of First Call Property Maintenance Specialist, a family-owned and operated restoration company built on the core values of professionalism, honesty, and punctuality. David established First Call in 2019 after several years working in the restoration industry. David saw an opportunity to lead with a community mindset and set out to build something better.
David’s commitment to integrity was shaped early in life through profound adversity. At just 12 years old, he lost his mother to a sudden asthma attack; she was only 42. Raised thereafter by his father, David was forced to mature quickly, developing leadership skills and resilience at a young age. At 22, he faced another devastating loss when his father passed away from lung cancer. Rather than allowing hardship to define him, David used it as fuel—strengthening his resolve to build a meaningful life and career.
Over the years, David held numerous management positions, gaining firsthand experience in leadership, operations, and team development. His passion eventually led him to the restoration industry, a natural fit given his family’s long-standing history in construction. Restoration combined hands-on work with a deeper purpose: helping families recover during times of crisis.
A lifelong resident of Fredericksburg (South Stafford), David is deeply rooted in his community, where he is raising his family of five. His wife, Toni, serves as the Office Manager of First Call and is widely regarded as the backbone of the company’s daily operations. Their eldest son, Brenden, works as a crew leader, while their younger children eagerly participate—helping with morning meetings and sweeping the shop whenever they can. At First Call, family isn’t just a concept—it’s the foundation.

Looking ahead, David dreams of franchising First Call, creating opportunities for other families who share his values and want to help people in their time of need.
